DFARS and Aluminum Procurement: Clauses, Origin and Documentation

Buyers often use “DFARS compliant aluminum” as shorthand for a documented origin requirement. For an aluminum order, begin with the actual purchase order and material specification. The applicable clauses determine what must be supplied and documented; the alloy name or a general compliance label does not decide that by itself.
Does the specialty-metals clause cover aluminum?
Ordinary aluminum alloys such as 6061, 7075 and 7050 are not within the specialty-metal definition in DFARS 252.225-7009. Aluminum appears there as an alloying element in certain steels, not as a category of aluminum plate. A purchase order can still impose separate origin, domestic-melt, material or documentation requirements.
Use the clause and revision on the order
DFARS contains many different requirements. Section 252.225-7014 is currently reserved; it is not the current specialty-metals clause to cite as a blanket requirement for aluminum. When an older clause or a broad flow-down appears on an order, have the buyer identify the applicable requirement for the material being purchased.
Domestic melt and qualifying country are different requirements
A United States melt requirement is more specific than a requirement allowing named qualifying countries. Melt, smelt and manufacture describe different stages; do not use one country field to answer all three. When the applicable clause uses a qualifying-country definition, consult the current official definition instead of assuming every NATO member or trading partner qualifies.
Match the documents to the requirement
Read the actual certificate package against the order. An MTR may include origin information, or the supplier may provide additional source documentation. A document title, mill address or distributor address alone does not establish every required fact. Match the supplied heat or lot to the records and resolve missing information before acceptance.
Put the buying requirements in the quote
State the alloy and temper, dimensions, quantity, material specification and any required origin or certification. Confirm availability and the documentation for the material offered.
