DFARS and Domestic Metals: Reading a Defense Purchase Order

A defense purchase order can combine material specifications, origin restrictions, supplier approvals and documentation requirements. They answer different questions. Check which requirements apply to the ordered material and the delivered article before choosing a source.
Identify the material before applying the clause
DFARS 252.225-7009 defines specialty metal using specific categories: certain steels, certain nickel or iron-nickel and cobalt alloys, titanium and its alloys, and zirconium and its alloys. Ordinary aluminum plate is outside that definition. The mention of aluminum as an alloying element in steel does not make aluminum plate a specialty metal.
Separate the sourcing questions
For covered specialty metals, paragraph (b) of 252.225-7009 addresses where the metal is melted or produced, subject to the clause’s exceptions. It is not a universal rule that all aluminum must be melted and manufactured in qualifying countries. Other clauses and purchase-order terms can establish their own requirements. Review the clause actually included in the order, including its revision and scope.
Use the applicable country definition
A domestic-melt requirement and a qualifying-country requirement are not interchangeable. Use the definition referenced by the applicable clause; an old country list copied into a supplier article can become stale. Buying from a United States distributor does not itself prove where the material was produced.
Build an order-specific documentation package
Read the actual certificate package against the order. An MTR may include origin information, or the supplier may provide additional source documentation. A document title, mill address or distributor address alone does not establish every required fact. Match the supplied heat or lot to the records and resolve missing information before acceptance.

Resolve unclear terms before accepting a substitution
If a flow-down does not clearly identify what applies to an aluminum item, obtain clarification from the buyer or contracts team. Do not infer an exemption from a commercial-item label, a price threshold or the absence of one clause. For a substitution, confirm both the engineering approval and any sourcing requirements.
Translate the purchase order into specific material, source and document requirements. Confirm those requirements for the quoted material and retain the records linked to the actual shipment.
